However, it is important to point out that the alternative--more funding for programs such as funding for public schools---does not necessarily lead to greater opportunity either. That's why some people want alternatives to public schools e.g. charter schools, vouchers for private schools, etc.
Your alternative of public school funding presumes one specific response I didn't even mention. Our nation's tried integration -> opportunity, with little success, because opportunity doesn't "rub off" people. Opportunity comes through networks. Opportunity -> integration has had even less success than the former because society views opportunity as a zero-sum proposition: the opportunity one person gets prevents someone else from getting it. And as long as our nation has an undercurrent that says Black people as undeserving of opportunities, integration won't happen. That won't be the problem of the Black people seeking opportunity, but the mainstream White society putting up the barriers.
